Program Information 

The onsite treatment of hazardous waste can vary from a very simple process posing little risk to health, safety, and the environment, to a very complex process that can result in fire, explosion and a very high level of risk to the community. Every facility treating a hazardous waste (except exempted waste streams) is required to notify the Yolo County Environmental Health (the CUPA) of this activity. The CUPA maintains and reviews the documents that hazardous waste treatment facilities are required to submit and inspects each facility at least once every three years.

Who Must Notify CUPA & How Is That Done?

Every business that treats hazardous waste onsite within the Yolo County area is required to notify the CUPA Program through Yolo County's Environmental Health Services. Forms are available at the Environmental Health office and online.

 What Is Considered Treatment?

 Hazardous Waste treatment is any physical or chemical process applied to a waste stream prior to disposal. The process may render the waste non-hazardous, allow the waste to be recycled, reduce the volume of waste to be disposed, or may be required prior to air or water discharge of the waste. Some very simple processes (i.e. silver recovery from photographic waste streams) have been completely exempted from these requirements. Some processes that do require notification include: pH adjustment, phase separation by filtration, centrifugation or gravity setting, drying to remove water, distillation, and many others.
