 Construction & Demolition Debris Recycling & Diversion Ordinance (PDF)

On June 24, 2008, the Yolo County Board of Supervisors adopted a Construction and Demolition (C&D) Ordinance that requires construction, demolition, and renovation projects to dispose of their job site waste in an environmental manner. 

This ordinance is in accordance with Assembly Bill (AB) 939 which requires local jurisdictions to divert 50% of discarded materials from the landfill.  California Integrated Waste Management Board (CIWMB) studies show that nearly 22% of all waste disposed of in California is C&D debris.  The County considers the reuse and recycling of C&D debris essential to further compliance with AB939.

APPLICABLE PROJECTS

CONSTRUCTION

Agricultural, commercial, industrial or institutional buildings of equal to or greater than 5,000 square feet.
Multifamily dwellings such as duplexes of two or more units and apartments of three or more units.
Residential dwellings where each dwelling is equal to or greater than 2,000 square feet in a subdivision housing tract and, where two or more lots are under construction at the same time.   
DEMOLITION All demolition projects equal to or greater than 1,500 square feet.
RENOVATION
Agricultural, commercial, industrial, institutional or multifamily buildings that are equal to or greater than 1,000 square feet. 

REPORTING REQUIREMENTS

PERMIT
        

Diversion Plans must be submitted, on County provided forms, describing the contractor's intent to divert 50% or more of the debris from the job site.
CERTIFICATE OF OCCUPANCY   Diversion Reports must be submitted quarterly and at the time of project completion, demonstrating compliance with Ordinance through submitted weight tags and receipts from disposal and recycling facilities.
