Caltrans administers the federal-aid funds that the County receives, and is required under 49 CFR, Part 26 to administer a Disadvantaged Business Enterprise (DBE) Program. The DBE Program is intended to remedy past and current discrimination against DBEs, ensure a level playing field, and foster equal opportunity in federal-aid contracts. Caltrans in turn requires the County to demonstrate DBE Program compliance with its own DBE program for federal-aid projects administered by the County.
For assisting DBE's, and other small businesses, to develop their capability to utilize emerging technology and conduct business through electronic media. Check with your local community college for course lists and financial assistance.
