On February 7, 2014, Oscar Villegas was appointed by Governor Jerry Brown to serve as Yolo County’s District 1 Supervisor. District 1 includes West Sacramento and the community of Clarksburg. When Oscar was sworn in he assumed the duties and responsibilities of his District and received Yolo County Board of Supervisor’s Regional Assignments; the Delta Counties Coalition, the Port of West Sacramento, River City Stadium Financing Authority JPA, Sacramento Area Council of Governments (Alt), SACOG Streetcar Policy Steering Committee, Sacramento Regional Sanitation District, Sacramento River Corridor Floodway Planning , Sacramento Interagency Planning Forum, Delta Conservancy Board (Alt) and Delta Protection Commission. Additionally, Oscar sits on the following local working groups; the 10-year Plan to End Homelessness (Alt), the Criminal Justice Cabinet (Alt), the West Sacramento Successor Agency Oversight Board, Yolo Natural Heritage Program (Alt) and the Yolo County Transportation District (Alt).
Oscar E. Villegas has been a continuous member of the West Sacramento City Council since 2000; he was re-elected to new terms in 2004 and 2008. Fellow City Councilmembers also selected him to serve three single year terms as Mayor Pro Tem, most recently 2009-2010.
Prior to his election to the City Council, Mr. Villegas served as a member of the West Sacramento Planning Commission, dating back to a time when Bridgeway Island and Southport Town Center were mere drawings. Mr. Villegas is also a strong advocate for the new Bridge District, the mixed use downtown waterfront now under construction.
Mr. Villegas has been a proponent of the City’s Up for West Sacramento (UP4WS) Universal Preschool -early learning programs. He currently serves as chair of the UP4WS Executive Board. He’s also been a long term supporter of the new and expanded Arthur F. Turner Community Library near a revitalized West Capitol Avenue.
Mr. Villegas has been employed by the Board of State and Community Corrections (BSCC) since 2008 and currently serves as a Field Representative in the Corrections Planning and Programs Division. Prior to joining CSA, Mr. Villegas spent two years as Project Director of California’s Access to Recovery Effort, a Presidential initiative offering vouchers to youth for substance abuse services.
In 2003, Mr. Villegas was appointed by the Governor to serve as Deputy Director of the Governor’s Mentoring Partnership Program. Between 2002 and 2003, while with the State Department of Alcohol and Drug Programs (ADP), he managed the Office of Drug Court Programs. Mr. Villegas previously spent nearly ten years with ADP regulating and investigating alcohol and drug treatment facilities throughout California.
Mr. Villegas represents the City of West Sacramento by serving on the City/County 2x2, the City/School 2x2, the Sacramento-Yolo Port District Commission, the Sacramento County Regional Sanitation District Board, the Yolo County Transportation District, and the Capitol Corridor Joint Powers Board.
A lifelong resident of West Sacramento, Mr. Villegas grew up in the Bryte neighborhood before earning a Bachelor’s degree from Sacramento State University. He currently lives in Southport with his wife, Katie, and their two children, Elena and Vincent.
