California Environmental Reporting System (CERS)

What is CERS

The California Environmental Reporting System (CERS) is a statewide web-based system to support California Unified Program Agencies (CUPAs) and Participating Agencies (PAs) in electronically collecting and reporting various hazardous material-related data as mandated by Section 25404(e)(2-5) of the California Health and Safety Code and 2008 legislation (AB 2286).

AB 2286, signed by the Governor on September 29, 2008, required the Secretary of the California Environmental Protection Agency (Cal/EPA) to establish a statewide electronic information management system for reporting data on the use of hazardous chemicals to the Certified Unified Program Agencies (CUPAs). All CUPA regulated businesses and local government agencies are required to submit their Hazardous Materials Business Plans electronically starting January 1, 2013.

Our goal is to assist existing facilities to complete the transition to electronic submittal. Yolo County Environmental Health will not maintain its own Portal for CERS submissions. All submissions, updates, and future Annual HMBP submissions will be entered via the internet into the CERS statewide database.

 Advantages of Online Reporting

 The electronic reporting site is a convenient, relatively easy one-stop site to fully complete your HMBP. It will reduce paperwork, automatically notify the CUPA of updates, and eventually allow emergency responders to electronically access hazardous materials inventories and after-hours contact information. As it includes HMBPs submitted throughout the State of California by all regulated facilities, most hazardous materials will have already been included within its database which will greatly simplify your submission. Furthermore, future updated HMBPs can be done by merely updating the changed information rather than completely redoing a paper HMBP. Finally, once you have submitted your HMBP, it will continue to be available to you online for reference and for updates that may be necessary.

CERS Assistance

Yolo County Environmental Health will upload our existing regulated business database to the CERS database. As a result, most of our business users will only need to create a CERS account containing a user name and password, log-in to the CERS website, search for your uploaded business, request access to that business’s information, and update and add required information. For newly regulated businesses a new CERS facility will need to be created from scratch by going to CERS Central at: http://cers.calepa.ca.gov

A CERS Tour is available through the CERS site for a visual tour on how to create a CERS Account, log-in to your account, and begin the process of entering a new facility or accessing an existing CERS Business. This tour is available at: http://cers.calepa.ca.gov/tempdocs/videos/NewAccount/.

Once you have watched the “Creating an Account” video, you are invited to go to http://cers.calepa.ca.gov and click on Training Portal Sign-In (NOT the Business Portal Sign-in) on the Business Side of the page. Next, in the “New to CERS?” box, click on the “Create New Account” button. Fill out the CERS Registration page following the instructions and click on the “Create My Account” button. A message will be sent to the email address listed in the registration, follow the instructions in the email to complete the creation your account. Once you have completed setting up the account, you may go back to the Training Portal Sign-In link and sign in using the Username and Password for that account. Feel free to navigate around the Training portion of the Website. The account which you create on the “Training” side of the Website is also created in the Business Portal for future use but all other data entries will not transfer over, so feel free to “practice”.

IMPORTANT NOTE: Since Yolo County Environmental Health has “seeded” your facility information, going to the regular Business Portal Sign-in before we have sent you a letter confirming your information has been seeded and containing your CERS ID # may create multiple accounts for the same facility which will be problematic.

Yolo County has updated their Consolidated Contingency Plan and Site Map.
Facilities can either hand draw the facility with the Site Map (PDF)
or electronically draw the facility using Site Map (Excel)

To use excel to draw the site map, please follow the instructions below.

  1. Open Microsoft Excel
  2. Click "Tools"
  3. Click "Macro"
  4. Click "Security"
  5. Change the security level to "Medium"
  6. Click "Save" and Close Excel
  7. Open the Site Map
  8. Select "Enable Micros"

OR 

  1. Open Microsoft Excel
  2. Push the buttons
    (ALTT  + M + S)
  3. Change the security level to "Medium"
  4. Click "Save" and Close Excel
  5. Open the Site Map
  6. Select "Enable Micros"

After the Micros are Enabled, further instructions to Draw on the Site Map are located at the bottom left hand of the screen labeled "Instructions"
